Introduction about Distinguished Alumnus Liu Mingzhong
Mr.Liu Mingzhong, male, Han Nationality, born in January 1959 in Yuzhong, Gansu Province, he started work in 1976, member of the Communist Party of China, graduated from Chongqing University majoring in metallurgy, is a senior engineer, and is an internationally certified senior professional manager.He is now chairman and Secretary of the Party Committee of China First Heavy Machinery Group Corporation.
After graduation in 1982 Mr.Liu Mingzhong served in the Chinese People's Liberation Army successively as a technician in the Factory 2672, in scheduling & operation department, a director of iron-making plant, deputy director and chief dispatcher, secretary of disciplinary inspection commission and vice president of iron mill, the production department director, chief engineer, deputy director of Xinxing Ductile Iron Pipes Co., Ltd., vice chairman and general manager, vice secretary of the Party committee of Xinxing Pipes Group Co., Ltd., deputy general manager, executive vice president and general manager, vice chairman of the board of directors of Xinxing Pipes Group Co., Ltd..
From 2005 to June 2011, he served as chairman and deputy secretary of the Party Committee of Xinxing International Group Co., Ltd. (renamed in December 2010), and chairman of Xinxing Casting Pipe Co., Ltd.
From June 2011 - May 2016, he served as chairman, Party secretary of Xinxing International Group Co., Ltd., and Xinxing Casting Pipe Co., Ltd.
From May 2016 to October 2017, he served as chairman and secretary of the Party Committee of China First Heavy Machinery Group Co., Ltd., and chairman and deputy secretary of the Party Committee of Xinxing Jihua Group Co., Ltd.
In October 2017, he became chairman and secretary of the Party Committee of China First Heavy Machinery Group Corporation.
He was a delegate to the 18th CPC National People’s Congress, the 19th CPC National People’s Congress, the 10th , 11th and 12th NPC, a member of the 13th Committee of Economy of the CPPCC National Committee, and a member of the 12th CPC Heilongjiang Provincial Committee.
He has won the titles of National Model Worker, National May 1st Labor Medal, Yuan Baohua Enterprise Management Gold Award and CCTV China Economic Figure of the Year, etc. He has also won more than 10 national, provincial and ministerial science and technology progress award and first prize of management innovation.He was selected as a national candidate of the new century "Project of Millions of Talents". He is a part-time professor and postgraduate supervisor at Xi 'an Jiaotong University and University of Science and Technology of Beijing.
He also holds the concurrent posts of chairman of China & Pakistan Entrepreneurs Committee, vice-chairman of China Enterprise Confederation (China Entrepreneurs Association), vice-chairman of China Association for the Promotion of International Investment and vice-chairman of China Foundry Association.
Since 2005, he has served as the chairman and deputy secretary of the Party Committee and the chairman and secretary of the Party Committee of Xinxing International Group. He has overcome many difficulties and performed his duties diligently, brought the company out of the predicament with numerous problems and uncertain development prospects, and put the Group on the fast track of sustainable, healthy and scientific development.From 2005 to 2012, the Group's operating revenue increased from RMB15 billion yuan to RMB180.3 billion yuan, with an average annual increase of 36%; its profit increased from RMB850 million yuan to RMB3.965 billion yuan, with an average annual increase of 18%; its ranking among central enterprises rose from more than 100 to the top 50, and it entered the world top 500 in 2011.The Group company has developed into the world's largest casting tube production and research and development enterprises, with products sold to more than 120 countries and regions. The Group company plans to develop into one of China's largest enterprises of professional clothing, professional shoes and boots, logistics munitions, steel grid, steel and plastic composite pipe production and development .
Under his leadership, the Group company is constantly advancing toward reform and development to establish a standardized corporate governance structure, to implement four major parts of professional management, intensive management, to promote the enterprise to be successfully listed in stock market and maintain a good social image, to improve the level of corporate governance system, employee performance appraisal system, comprehensive risk management system. The Group company has not only solved the problem of "group but no unison" for a long time, lack of control, but also made a development pattern with “ the six strongest & biggest globally".
Under his leadership, the Group company is constantly promoting technological innovation, seizing the technological and market commanding heights of cast pipe, special steel pipe, new energy equipment and munitions and logistics, and has filled in dozens of technological gaps at home and abroad. He has won 8 provincial and ministerial scientific and technological progress awards and 25 national patents (including 12 invention patents).In particular, as one of the main technical heads of the project, he personally leads and participates in the centrifugal ductile iron pipe project technology research, constantly promotes the iron and steel metallurgy enterprise and ductile casting technology innovation, and promotes fundamental technological transformation from the grey iron tube to the ball iron pipe, from continuous casting to centrifugal casting technology, and has made an outstanding contribution to the revitalization of national casting pipe industry.
Mr. Liu Mingzhong is actively engaged in advancing management innovation, creatively putting forward and carrying out the "two systems" (simulated legal operation, rapid linkage mechanism of production, supply and marketing), "two centers" (profit center and cost center) and the system of the "double five" (the index system, responsibility system, tracking system, evaluation system, evaluation incentive system) as the core content of the "225" innovation management system, which is formed into "index decomposition from layers to layers, pressure transmission from layers to layers, dynamic excitation mechanism from layers to layers, thus making the product cost reduced by more than 2.3% per year, effectively defusing a crisis.The Group's management innovation measures and experience have been fully affirmed by The State Council, the Organization Department of the Central Committee and the Publicity Department of the Central Committee. CCTV has made special publicity for many times and promoted them in the whole country or in central enterprises. Mr.Liu pays a great attention to the social responsibility of a state-owned enterprise by leading the Group company to overcome great difficulties in completing tasks such as changing the uniforms of the armed forces in 2007 and making 95% logistic supplies and equipment for the National Day military parade on the 60th anniversary of the founding of the People's Republic of China, and actively supported the fight against natural disasters such as the snow and ice storm, Wenchuan earthquake and Yushu earthquake, and accomplished outstanding tasks such as energy conservation, emission reduction and production safety, etc.
